PRC “utang-tagging” policy in License Renewal is SUSPENDED – DEPED NEWS
The Professional Regulation Commission (PRC) administers, implements, and enforces regulatory laws governing the licensing of professions and occupations under its jurisdiction.
The Professional Regulation Commission (PRC) is an attached agency of DOLE. The PRC policy towards “”utang-tagging” once caught attention after the DOLE budget hearing. DOLE Secretary Laguesma expressed concern about the “utang-tagging” policy, claiming that it places an undue burden on professionals who are facing administrative proceedings. “How can they pay back what they owe if they can’t work because of unrenewed licenses?” asked the Labor Secretary.

Under Memorandum Order 44, professionals with pending administrative cases are tagged, and stops them from being able to renew their licenses with the PRC. However, the Professional Regulation Commission (PRC) has suspended the policy included in the said Memorandum Order. Before, because of this policy, the PRC prohibits teachers and other professionals from renewing their licenses because they allegedly owe money.
He also stated that the PRC should focus its regulatory function on undesirable acts arising from the practice of professions when reviewing its policies.

While “utang tagging” is suspended, Cueto stated that the PRC will review and consult with its various professional boards in order to promote efficiency and fairness in its processes and disciplinary procedures.
DOLE Secretary praised the Professional Regulation Commission (PRC) for acting swiftly to address the problem, stressing that this will bring immediate relief to other professionals not only to teachers.
